Can you please give us the link to a patch that addresses this issue you mentioned? I don’t see it in the show notes :

Mail sends images as an inline content as default and shrinks the file size (resolution). If one of the attachments is non-image (i.e. TXT) then all attached images will be treated as an attachments, rather than embedded into the body.
