In the 1.23.2017 MacCast you mentioned using an old Mac mini for a Time Capsule replacement, using third party software such as Chronosync. However you missed another, simpler, approach. Buy macOS Server app ($20). This will allow using the mini as a TimeMachine server, complete with the ability to set maximum backup sizes for each system being backed up. Of course it provides many other server services as well. Any mini will do, late 2009 or newer, running El Capitan or Sierra.
